October 5, 2006
6:00PM  -

Roll Call – Councilor Graney, absent, Councilors McNabb, Smith, Dempsey and Mayor Lattimore – Present.   

Staff Members Present – Mike Long Interim City Manager, Thomas Leone Corporation Counsel, Debra McCormick City Clerk, William Lupien, Engineering Superintendent,  Gerry DelFavero Public Works Supervisor.

All stood for the Pledge of Allegiance to the Flag.   

The Mayor asked for a moment of silence.   

Presentations and Proclamations – The City Clerk read a proclamation from the Mayor proclaiming October 8-14 as Fire Prevention Week in the City.  Terry Winslow, Interim Fire Chief accepted it and spoke about fire prevention.

Mayor Lattimore introduced Joe Leo Grande.  Mr. Leo Grande introduced Jon Woo Han Principal of the Korean School in Syracuse.  Mr. Han presented Council with a power point presentation to talk about his work with the Korean War Veterans.  He talked about a website he has created with the help of American Korean War veterans.  He discussed Korean history and welcomed the opportunity to work with Auburn to connect his country and the City.  

Mayor Lattimore invited Mr. Sam Giangreco, school board member and City of Auburn Planning board member to come forward to speak if he wished.  Mr. Giangreco spoke to wish Steve Lynch well in his new position with Cayuga County and commended him on his good work with the City of Auburn.    He also spoke to encourage people to support the School Board propositions that are on the Ballot for October 17th.

City Manager’s Report –
Mike Long, Interim City Manager reported on the following:
·       Dave Laney will be at next weeks meeting.
·       Item C on the agenda is pulled.
·       Cassella met with the City this morning.
·       Partnering for Growth in Cayuga County a meeting regarding Economic Development Resources in Cayuga County will be held on October 11.
·       AIDA members are meeting with the County regarding an Economic Development position.


Public to be heard –
Bill Atkinson, Oakcreek Apartments, spoke to Council to ask if he could sing at the Holiday Tree Lighting Ceremony in November held at City Hall.  Mayor Lattimore agreed to this.

Mary Lou Picciano, 32 Cayuga St., commented on the Mayor and the Auburn Police Department.  She commented on the City Council rules for the public to be heard.

Tom Gabak, 146 Washington St., and CSEA representative spoke to Council about budget concerns and Landfill issues.  

Earl Starring, 214 Woodlawn Ave., spoke to Council about free speech.

Steve Crosby, Auburn Lacrosse Coach, spoke to thank the City and Casey Park staff for a great summer of lacrosse at Casey Park.  He also urged Council and citizens to support the proposals put forth by the school district for improving athletic fields at the High School.

Resolutions
Sidewalk Resolution # 243 of 2006 authorizing the financing of sidewalks for property owners to pay for in conjunction with their 2006 Revolving Loan Sidewalk Program. Vote: Councilor, McNabb, Smith, Dempsey and Mayor Lattimore, aye. Councilor Graney, absent. CARRIED.

Councilor Resolution #244 of 2006 approving the expenditures presented for payment and authorizing the Comptroller to process the payment of same. Vote: Councilor, McNabb, Smith, Dempsey and Mayor Lattimore, aye. Councilor Graney, absent. CARRIED.

Financial Resolution # 245 of 2006 authorizing the Comptroller to transfer $22,300 from Buildings Department to Public Works Street Account to purchase a 2007 Chevrolet pick up truck and transfer a vehicle from the Department of Public Works to the Buildings department upon receipt of the new vehicle.  PULLED

Land Sale Resolution #246 of 2006 directing the Mayor to execute any and all documents necessary for the sale of 33 Wallace Avenue to Kenneth Reohr, 634 Hardy Road, Union Springs New York.  Vote: Councilor, McNabb, Smith, Dempsey and Mayor Lattimore, aye. Councilor Graney, absent. CARRIED.

Agreement Resolution #247 of 2006 directing the Mayor to enter into a Settlement Agreement with Auburn Foundry Co. Inc. for settlement of a Tax Certiorari proceeding filed against the City of Auburn. Vote: Councilor, McNabb, Smith, Dempsey and Mayor Lattimore, aye. Councilor Graney, absent. CARRIED






Council Resolution #248 of 2006 authorizing the City Manager to extend the appointment of Assistant Fire Chief Terry Winslow as Interim Fire Chief until October 28, 2006. Vote: Councilor, McNabb, Smith, Dempsey and Mayor Lattimore, aye. Councilor Graney, absent. CARRIED.  Prior to voting on this resolution Council discussed the Fire Chief’s position and the possibility of a Public Safety Commissioner.

Agreement Resolution #249 of 2006 authorizing the Mayor to enter in to a two year contract with New England Organics, Falmouth Maine, for the deposit of sludge at he City’s sewage sludge incinerator. Vote: Councilor, McNabb, Smith, Dempsey and Mayor Lattimore, aye. Councilor Graney, absent. CARRIED Prior to this vote, Mark Storrs, City of Auburn Wastewater Plant Operator was asked to talk about the City’s Sludge burning program.  Council and Mr. Storrs discussed this.

Other Business
Council discussed the City Manager Search.
